The applicant's name was Kyle Kaordo, and the prisoner he wished to visit was... Ophelia Kaordo.

Isabella referred to the handbook, meticulously checking the credentials and the update dates as per the procedures outlined. Finding no issues, she noted that Kyle's credentials were registered in the Kingdom of Netherlands, a small southern continent country that had only recently joined the convention. In the past, due to the absence of an inquisition, Netherlands had been a sanctuary for witches, necromancers, and various other supernatural beings.

Isabella was quite surprised because vampires were already rare on this continent. Those who willingly registered were even fewer, and they were typically low-ranking vampires with minimal power.

Vampires are addicted to human blood. More powerful vampires, like Ophelia, usually chose to live near tombs or mass graves, similar to necromancers, occasionally attacking villages to feed. It was hard to imagine a vampire prince willing to abide by the laws of a convention country and live like an ordinary person.

Even though Kyle's credentials were in order, the visitation request still couldn't be approved.

"I'm sorry, but the prisoner you wish to visit is still under observation and is temporarily prohibited from having visitors." Isabella returned the application form to Kyle.

"Observation period?" Kyle looked puzzled.

"Ophelia seriously violated the 'Prison Law' and 'Prison Management Regulations.' Not only was her sentence extended, but her treatment level was also downgraded to the lowest. She is currently unable to receive visits from friends or family," Isabella replied in a formal, businesslike tone.

“What did she do?” Kyle asked curiously.

“prison break, participating in a riot, and attacking prison guards. All of these incidents happened in the past few months,” Isabella replied succinctly. “Fortunately, there were no casualties. Otherwise, she might have already been executed.”

Kyle stood there, dumbfounded for a while, before finally giving a bitter smile. “prison break... her temperament really hasn’t changed at all…”

“So please leave. And don't forget to register at the local Inquisition Bureau when you get to the autonomous region,” Isabella reminded him.

But Kyle didn’t leave. Instead, he looked around and then leaned closer to the window, lowering his voice. “Officer, my sister and I have been separated for at least twenty years.
